Program Manager – Substance Use Services

Marathon is seeking a Program Manager of Substance Use Services to oversee the day-to-day operations of the Substance Use Disorder (SUD) Services program. This role provides clinical and administrative leadership, supervises staff, supports program development, and ensures compliance with applicable regulations and program requirements.

Key Responsibilities:

• Manage daily SUD program operations, service delivery, policies, procedures, audits, and workload goals.
• Supervise and support program staff, conduct team meetings, provide monthly supervision, and address performance concerns.
• Assist with program goals, scheduling, staff development, and service improvement.
• Provide clinical support for assessments, counseling, and group therapy within the scope of licensure.
• Guide staff in integrated treatment planning for individuals with co-occurring disorders.
• Ensure compliance with HHSC, SAMHSA, TAC, grant, and Center requirements.
• Monitor program budgets, documentation, performance measures, and reporting.
• Participate in community outreach, stakeholder meetings, and partnership development.

Required Qualifications:

• Master’s degree in Counseling, Social Work, Marriage & Family Therapy, Psychology, or a closely related human services field.
• At least 2 years of behavioral health experience, including substance use disorder treatment.
• At least 2 years of leadership experience in behavioral health/human services.
• Dual Texas licensure required:
  • LCDC (Licensed Chemical Dependency Counselor), and
  • LPC, LCSW, or LMFT.
• Must meet requirements to qualify as a Qualified Mental Health Professional (QMHP).
• Supervisory designation (LPC-S, LCSW-S, or LMFT-S) and crisis intervention experience preferred.
• Bilingual English/Spanish preferred.
• Valid Texas driver’s license, acceptable driving record, and auto liability insurance required.

Skills & Knowledge:
Strong knowledge of substance use disorders, co-occurring mental health conditions, evidence-based counseling, integrated treatment, and trauma-informed care. Must demonstrate strong leadership, communication, organizational, administrative, and clinical skills.
