Job Description

Technology Change Management & Communications Specialist

Location: City of Glendale, AZ
Schedule: Monday–Friday, 8:00 AM–5:00 PM
Pay: $28–$33 per hour, depending on experience
Employment Type: Full-Time, Temporary/Contract

Position Summary

The City of Glendale is seeking a Technology Change Management & Communications Specialist to support technology and business improvement initiatives. This position will help departments and employees successfully navigate organizational and technology changes through effective communication, training, stakeholder engagement, and change management.

The ideal candidate is an experienced communicator and change management professional who can manage multiple projects, build strong relationships, and translate complex information into clear and practical guidance for a variety of audiences.

Key Responsibilities

  • Support change management activities for technology and business improvement initiatives.

  • Develop and implement communication, engagement, and adoption plans.

  • Assess organizational readiness and identify potential challenges, risks, and stakeholder concerns.

  • Develop communications including presentations, newsletters, FAQs, website content, intranet communications, and stakeholder updates.

  • Translate technical and project information into clear, easy-to-understand communications.

  • Coordinate with departments, project teams, leadership, IT staff, and other stakeholders.

  • Facilitate meetings, workshops, focus groups, training sessions, and feedback discussions.

  • Develop training materials, job aids, user guides, presentations, and other support resources.

  • Coordinate and facilitate training and end-user support sessions.

  • Monitor training effectiveness, stakeholder engagement, readiness, and adoption.

  • Collect and analyze feedback, survey results, participation data, and other available metrics.

  • Prepare reports and recommendations related to project adoption and organizational readiness.

  • Maintain project documentation, schedules, and tracking related to communications, training, and engagement.

  • Support successful implementation of new technologies, processes, and services.

  • Identify opportunities to improve communication, training, and adoption throughout project implementation.

Qualifications

Required:

  • Bachelor's degree in Communications, Organizational Development, Business Administration, Public Administration, Information Technology, Education, or a related field; equivalent education and experience may be considered.

  • Minimum of 5 years of progressively responsible experience in change management, communications, training, stakeholder engagement, user adoption, project coordination, or a related field.

  • Experience supporting technology, process improvement, or organizational transformation initiatives.

  • Experience developing professional communications, presentations, training materials, and stakeholder resources.

  • Experience facilitating meetings, workshops, training sessions, or stakeholder discussions.

  • Strong written, verbal, interpersonal, and presentation skills.

  • Ability to manage multiple priorities, projects, and deadlines in a dynamic environment.

Preferred:

  • Experience with enterprise technology implementations or digital transformation initiatives.

  • Previous experience in local government, public sector, or municipal environments.

  • Experience supporting Microsoft 365, artificial intelligence, digital workplace, or enterprise application initiatives.

  • Familiarity with change management or project management methodologies.

  • Experience measuring organizational readiness, engagement, training effectiveness, or technology adoption.

  • Professional certification in change management, project management, communications, or training.
