Job Description
The Management Analyst III is available in Carson City Reno or Las Vegas. The assignment is grant funded and will last 1 year. Must be able to work independently either in an office, remotely or a combination in compliance with COVID safety.
This is an immediate need.

Under general direction, incumbents perform technically complex assignments critical to agency operations. They conduct the more complex, sensitive, investigative and analytical studies that may involve any aspect of the agency’s operations such as planning, research, policy development, budgeting and legislative drafting. Additionally, positions in this class typically serve as first line supervisors for lower level Management Analysts or other professional staff and are singularly expert in their program or discipline area.

EDUCATION AND EXPERIENCE: Bachelor’s degree from an accredited college or university in public or business administration, finance, social sciences, mathematics or related field and three years of professional experience in the research, development, evaluation or revision of programs, organizations, methods or procedures OR Bachelor’s degree from an accredited college or university in public or business administration, finance, social sciences, mathematics or related field and three years of professional experience which included budgeting, accounting, and/or economic or management analysis and projections; OR graduation from high school or equivalent education and five years of professional experience as described above; OR one year of experience as a Management Analyst II in a government environment OR an equivalent combination of education and experience as described above.
Must have a general knowledge of legislative proceedings and processes; government agencies, resources and functions sufficient to locate and obtain needed information and/or resources, accepted practices and methods used in designing program reviews and audits.
Ability to: read, interpret, and apply complex rules and regulations for various funding sources; read and interpret technical reports, governmental publications and federal directives; write comprehensive reports, recommendations and legislative proposals using correct English grammar, spelling, vocabulary and punctuation.

Skill in: developing computer generated reports; and organizing, developing and making oral presentations; advanced level financial analysis, planning, preparation and administration; advanced mathematical and statistical computation; designing analytical research studies; identifying research needs and problems; coordinating and implementing diverse work plans; advanced research and analysis techniques; and all knowledge, skills and abilities required at the lower levels.

The Management Analyst III will serve as the Program Manager for the Crisis Counseling Program, which will include managing the deliverables and team members as defined in the Department of Homeland Security and Federal Emergency Management Agency Crisis Counseling Program Service. These include supervising staff, engaging with community partners, communication with internal and external partners, supporting the fiscal and programmatic reporting. Additional duties related to the grant program and safe and smooth operations of the grant program. Applicant is also responsible for ensuring all staff are compliant with the COVID-19 precautions as adopted by the Centers for Disease Control and/or the State of Nevada.
